Work programme

The work programme of the Council is defined by the Prime minister, after collecting the suggestions by other Ministries and by the Council itself. It is not made public and may be adjusted over time.

Plenary meetings

Prior to its publication, each Note is presented and discussed during a plenary meeting chaired by the Prime minister. There is about one plenary meeting, hence one Note per month.
The Prime minister may also meet the Council on an ad hoc basis, in which case no written Note is produced.
All discussions within the Council are kept confidential.

Reproductions are subject to prior authorisation from the publisher.
